The 2017 Beer Law changed the way beer can be sold in Kansas.  Grocery and convenience stores will be allowed to sell Beer up to 6% Alcohol by Volume (ABV) beginning April 1 2019.  Kansas will continue to restrict the sales of higher alcohol content beer and wine and spirits to state licensed retail liquor stores with a higher level of regulation.  Kansas retail liquor stores must be owned and operated by Kansas citizens who pass specific background requirements.   See details at THE BEER LAW page.
